National Council Appoints First Strategy Lead for Substance Use
The National Council for Mental Wellbeing announced on Monday that it has appointed Philip Rutherford to serve as its first strategy lead for substance use. Rutherford will report to National Council President and CEO Chuck Ingoglia.
In his new role, which is situated within National Council’s Strategy and Growth Office, Rutherford will be tasked with expanding the organization’s impact on the quality, effectiveness, accessibility, and affordability of substance use disorder treatment programs and services for National Council members.
Prior to joining National Council, Rutherford served as chief operating officer at Faces & Voices of Recovery, where he led the development and management of the organization’s Recovery Data Platform. Rutherford is also the founder of Black Faces Black Voices, a professional collaborative focused on increasing accessibility and promoting recovery and wellness in Black communities.
Parents Anonymous-Backed Helpline Expands With $10 Million Grant
Parents Anonymous, a national not-for-profit organization that supports parents, caregivers, and youth, announced on Tuesday that it will now offer immediate, 24/7 support in the form of calls, texts, and chats with trained staff through its free National Parent & Youth Helpline. The expansion of services is being supported by a 5-year, $10 million grant funded by the Administration for Children and Families (ACF) within the US Department of Health and Human Services (HHS).
Initially developed to support parents and caregivers, the helpline was expanded by Parents Anonymous to address the urgent mental health needs of young people as youth suicide and depression rates increased.
Freedom Institute Appoints Director of Clinical Programming
Freedom Institute and Silver Hill Hospital have announced that Andrew Tatarsky, PhD, has joined the Freedom Institute team as director of clinical programming, a newly developed position. Dr Tatarsky will be tasked with developing new clinical programming and implementing integrative harm reduction psychotherapy (IHRP) trainings, both internally and externally.

Dr Tatarsky will also collaborate with Medical Director Ryan Wade, MD, Caroline Kern, LMHC, Freedom Institute’s director of clinical services, and the Freedom team to integrate a harm reduction framework into the organization’s existing abstinence-based programs.
Freedom Institute announced that IHRP-focused training programs are slated to be introduced in spring 2024.
