Opening Keynote
Wednesday, September 27

R. David Paulison, Director, FEMA

     In September 2005, R. David Paulison was appointed by President Bush to serve as Acting Under Secretary of Emergency Preparedness and Response and Acting Director of the Federal Emergency Management Agency (FEMA). As of June 2006, he was appointed Director of FEMA. He had previously been appointed Administrator for the U.S. Fire Administration in December 2001.

     Before joining FEMA, Paulison was chief of the Miami-Dade Fire Rescue Department. His emergency management experience includes Hurricane Andrew and the crash of ValuJet Flight 592 in Florida. In his keynote speech, Mr. Paulison will speak about the response to Hurricane Katrina, FEMA's role in disaster response, and the importance of disaster preparedness at the local, federal and national levels.

Kenneth Bouvier, Outgoing NAEMT President
     Following R. David Paulison's address, Kenneth Bouvier, outgoing NAEMT president and New Orleans paramedic, will look at New Orleans EMS one year after Hurricane Katrina: What happened, where it is now and plans for the future.

     A great philosopher once said that "lessons of our past can be used to predict our future." But can we predict the future of EMS? Dr. Racht and Dr. Larmon explore current and past EMS practices, using examples to explain how they would change or develop the future of clinical, systems and educational EMS...if it were up to them!

MiTREtek Innovations Award in Homeland Security
     The Birmingham Regional Emergency Medical Services System (BREMSS) was selected as the winner of the prestigious Mitretek Innovations Award in Homeland Security as announced by Mitretek Systems and the Ash Institute for Democratic Governance and Innovation at Harvard's prestigious John F. Kennedy School. The award will be bestowed at EMS EXPO on September 27 by President and CEO of Mitretek Dr. Lydia Thomas and Director of the Ash Institute for Democratic Governance Gowher Rizvi.
     The Mitretek Innovations Award in Homeland Security seeks to identify, explore and highlight creative and effective government and public-private partnership solutions-and the leaders behind them-to the nation's homeland security concerns. The criteria for this award assume that the "best practices" to be adopted in the future are emerging from practitioners operating in the field today.
The Birmingham Regional
     Emergency Medical Services System operates a model homeland security program operating successfully now as a regional trauma, stroke, divert and bio/chem terrorism monitoring system to assure patients are always routed to the most appropriate hospital based on capacity and capability to treat their emergency. The system brings together over a dozen hospitals into a cooperative network. For more on this system, see the September issue of EMS.

EMS EXPO 2006 Offers Two NEW Educational Tracks: Disaster Response and Medical Director/Administrator

     EMS EXPO is celebrating its 18th year of providing EMS professionals with quality educational training. This year, we have added two new educational tracks to our groundbreaking educational lineup.

     The Disaster Response track will address the growing challenges of how best to plan for natural and man-made disasters and address the public's growing concern for homeland security. Classes include:

  • Disaster Operations: A New Millennium for Prehospital Preparedness
  • Terrorism and the Emergency Responder
  • Managing MCIs: Multisystem Cooperation
  • Triage & Treatment in MCI
  • Mass Decontamination

EMS EXPO has created a new focus with the Medical Director/Administrator track. This is an outstanding educational opportunity for personnel to gather and discuss best practices for the administration of prehospital medical care. Classes include:
