New Access Process Expands Health Care Services for Veterans and Caregivers

The US Department of Veterans Affairs (VA) and Department of Defense (DOD) have introduced an improved installation access process for veterans and eligible caregivers, streamlining access to medical appointments, shopping, and morale, welfare, and recreation (MWR) services.

As of November 1, 2024, eligible veterans and caregivers can enroll for installation access at the visitor center using a REAL ID Act-compliant driver's license or non-driver's identification card if they do not have a VA-issued Veteran Health Identification Card (VHIC). They will no longer be required to present a VA-issued caregiver patronage letter, VA-issued service-connected disability letter, or VA Health Eligibility Center Form H623A as proof of eligibility.

Eligible veterans and caregivers can enroll for reoccurring installation access by presenting an acceptable credential, such as a VHIC or REAL ID, at the visitor center, undergoing a criminal record and terrorism check, and having their eligibility for on-installation benefits verified electronically. For health care services unavailable at the DOD installation, proof of appointment will be required.

Veterans and caregivers without a VHIC must present a hard-copy eligibility letter to access certain services. Eligible caregivers are defined as those approved under VA's Program of Comprehensive Assistance for Family Caregivers. MWR, commissary, and exchange shopping require proof of eligibility for access.

“DOD installations provide numerous benefits and critical services to our nation’s Veterans, including health care,” said VA Deputy Secretary Tanya Bradsher in a press release. “We are grateful for our partnership with DOD and the ability to implement these updates to make military installation access easier for Veterans and their caregivers.”
